CT Homeschool Network (CHN) is Connecticut's
statewide information and support network.
We are an independent, online-based homeschooling organization,
which serves to inform, empower, and foster community among home
educators in the state of Connecticut. CHN is completely inclusive,
welcoming everyone of all races, religions, lifestyles, abilities
and disabilities, and learning methodologies.
This site provides information about how to get started, educational
approaches to consider, and the legalities of homeschooling in
Connecticut. By becoming familiar with and confident in this
accurate information, homeschooling parents find the empowerment
needed to embark upon this wonderful journey. On these pages you
will also learn where to find support and other homeschoolers with
whom you can network and form a community. If you still have
questions after reading through this site, please contact a support
group leader, or an attorney.
CHN is a corporation, with 501(c)(3) non-profit status. Founded as a
network in 1995, CHN incorporated in 2002, and is served by a Board
of Directors. Our bylaws can be found here (pdf). All board members
and support group leaders are volunteers, running CHN and the local
communities within the state from our homes, while homeschooling our
own children. Becoming part of this important endeavor is as simple
as volunteering to do so.
We offer this information about homeschooling for superintendents,
legislators, and families.
In Connecticut there are two things homeschoolers need to
understand; the law, and the Guidelines. The two sometimes cause
confusion for people, and sometimes the Guidelines are mistaken for
being law. But they are not law. The Guidelines are part of the
Suggested Procedure on Home Instruction in Connecticut.

homeschooling, some of whom provide their own websites with free

The purpose of TEACH is to
further the interests of home education of children by their
parents. To accomplish this, TEACH shall provide service and
information to homeschooling families and support groups in
Connecticut. All sponsored activities and publications will be
consistently Christian and dedicated to the honor and glory of God
in keeping with the Biblical commands of Deuteronomy 6:4-10,
Proverbs 22:6, and Ephesians 6:4.
The purpose of TEACH is not to represent, or speak for, all home
educators in Connecticut or even all Christian home educators in
Connecticut. Nor is TEACH a governing or certifying body for home
educators. The focus is to provide information and services to home
educators. TEACH will sponsor a variety of activities to accomplish
its purpose. These activities will include, but are not limited to:
* Aiding in the creation and growth of home education support groups
throughout Connecticut.
* Providing information regarding the legal climate of home
education in Connecticut and in our nation.
* Actively working to protect the future freedoms of home education
in Connecticut and in our nation.
* Promoting the advantages of home education over alternative forms
of education outside the home.
* Helping to promote sound, high-quality home education programs for
home educators that assists them in meeting their children's
spiritual, intellectual, physical and emotional needs.
* Reviewing and disseminating home education materials and
information considered vital to home educators.
* Supporting accurate home education research and its publication.
* Planning and conducting periodic state home education conventions
and other educational opportunities for home educators or potential
home educators.
Our Statement of Faith includes only those truths upon which all
true Christians agree. It concerns the Person and work of Jesus
Christ as revealed in the Bible. It is the faith once delivered to
the saints which distinguishes believers from non-believers. There
are many other precious truths taught in the Bible over which godly
men have differed in understanding. Therefore, this is not a
statement of all that is important to believe, but of all that is
essential to believe for Christian fellowship and unity. (Rom 15:7)
Connecticut Education Laws - The State of Connecticut views
homeschoolers as being covered by the Connecticut General Statutes,
Section 10-184 and Section 10-220. In addition, P.A. 94-245, An Act
Concerning Revisions to the Education Statutes, was passed in 1994.
The revisions, which concern special education and affect
homeschoolers, took effect on July 1, 1994.
Several years ago, the State Board of Education issued guidelines
for homeschoolers and local school districts to follow. While these
guidelines do not carry the force of law, they are viewed by the
state as reasonable and the state expects homeschoolers to follow
them. If a homeschooler could not in good conscience follow the
guidelines because of their religious convictions, or if the state
changed the guidelines, P.A. 93-252 could be used by the
homeschooler as a defense. The courts would then have to decide
whether the guidelines are the "least restrictive means" of ensuring
compliance with Section 10-184.
